Go to a town called Big Town, its south east of moonbeam outdoor cinema and north west of Megaton. Find a woman called Bittercup, be kind to her during the dialogue sequences and she will mention that she came to Big Town with a man called Pappy.
You can find Pappy in the last house on the left side of town. Chat to him and you will be given a Speech percentage option. Select this option and even if you fail, the option doesnt dissapear thus allowing you to keep asking the question and keep gaining XP (although the percentage of the question does drop everytime you get a failed attempt it never drops to zero. it dropped to 43% in my case).
I leveld up from 3 to 7 in around 20 minutes.
Be careful as you leave though as there may be super mutants wandering around outside.

If you are heading into new territory or simply want to survey the area around you for enemies you might not yet see, try hitting the VATS button over and over again as you make your character turn around, searching all angles. Doing so will alert you to any enemies you may not yet see by zooming in on them in VATS mode. you will realistically be unable to do damage to your foes from such a distance, but it’s a good way to spot foes before they spot you so you know what you are getting yourself into before the crap hits the fan.

Searching hostile territory or simply surveying the area around you for enemies you might not yet see? Try hitting the VATS button over and over again as you make your character turn around, searching all angles. Doing this will alert you to any enemies you may not have seen yet, by zooming in on them in VATS mode. You will not be able to do damage to your enemy from such a distance, but it is a good way to spot them before they spot you. This way you know what you are getting yourself into before it all hits the fan.
You can also do this if under cover and you see an enemy, using V.A.T.S. on them might show you a grenade well placed on a belt that could make a shotgun blast ruin the enemies day.
